Vintage Mercury Toy Boat Motor made in Japan for Parts or Repair

  

Vintage Mercury Toy Boat Motor from an estate. From the 60's I believe. I have hooked up batteries, but have not seen the prop turn.

I took the top off and decided to let someone more expert than I to continue with a repair. The motor is 4 inches long and has the Mercury label. It is missing 3 screws where the transom attaches to the propeller shaft, as shown.
