Has everything you need except for the cable. Included is the complete steering wheel and drum assembly, cable, pulleys, cable guides, tension springs, and connector for a vintage Evinrude or Johnson outboard motor. The wheel is 15inches in diameter has no cracks in it. It has been repainted at some point Could use a new paint job. Please note that the wheel and upper bracket half mount to the bottom edge of the dash, and mounting only requires three roughly 1/4 holes in the dash to hold the top half of the mounting bracket.

The lower bracket that holds the wheel shaft and drum then bolts to the bottom half of the dash-mounted upper bracket.
